Several Possibilities
1. Bad VSS sensor, located on the rear of the T- Case
2. Broken or damaged wire from the sensor to the dash
3. Cluster module problem.
I have seen all three, so check it well!

i had the same thing in my 03 h2 and they changes the whole speedo cluster...
thank god mine was covered by warranty.

I have seen guys had their exisiting one repaired when everything else fails, it is usually about $300
