did you change the fluid to -40'c ?

You may have to plead with your mechanic to warm the vehicle up until the washers work, then change the fluid.

I had a similar problem with a car I owned and the mechanic took the vehicle into the garage overnight to thaw out the washer fluid and the nipple end.  Then....he added methyl hydrate to the reservoir and filled with -45 washer fluid and washed the windshield three to four times to get the mixture into the lines.  End of problem....permanently!!!
