Temp Gauge issue

I have an issue with my temp gauge in my 96 wagon, I have replaced the thermostats, and nothing, and now I have replace the engine coolant sensor but still i have no movement on the gauge, it keeps showing under 70 degrees, in Celsius. Not sure what else could be causing this gauge to not work, other then a bad gauage of course. I do have heat. any ideas??

There is a ground wire that will do this to the H1.I believe it is on the thermostat casting .
