Well last year I started hearing a smacking noise when I turned my A/C on. Thought a belt was snapped and flapping against something as it was rotating (1800-200 rpm) . Turns out it was the A/C belt. Got it replaced but it was late in the year so I didn't use it anymore.
This year It happened again. Got it replaced yet again ( I think he said it was a DECO model or something like that. Not AC delco though. Day later I noticed a squeeling sound around 1800 RPM when I was leaving from a dead stop. Took it back in, and lifted the hood, reeeevvvved it up a bit, and he (mechanic) noticed that the belt was flapping up and down (still in 1 piece though). So he ordered an AC Delco belt and tensioner, and it had the same issue, ordered an GM belt and tensioner, and still I am having the same issue.
Can anyone help me out that has had this issue and fixed it, or who knows what it may be.

If you have already replaced the belt and the tensioner, you need to have your compressor verified. If the load from the compressor is too great, the poor belt and tensioner will never be able to compensate for it. And a compressor the is starting to seize will definitely cause the belt to squeal and flap!
