Looking for a good deal on 20'' rims for my 2007 H3

i found a set of rims with an offset of 13"  what does that mean??  i found these rims.. are they ok for my truck? or do i have to do any modifications.... i emailed the seller 4 times but im not getting any responses!!

well i'd like to keep the same hight, but just a little bit wider.. not much.. i drive a lot on the highway.. what size would you suggest?
