H2 spare tire carrier

I want to take my tire carrier off because I have to treat the rust.



1) is this carrier OEM?

2) how to treat the carriers? Powder coating or some other kind of treatment?

3) is it normal for this carrier to drill a hole for the wire for the license plate light?



I am wondering if there are better carriers? Then I can fix the bumper and get the license attachment for the tire cover.
