Black reflective is commonly used on emergency vehicles, we used it all the time on new fire trucks. When I worked in Brantford our sign shop used it and I know he usually had to order it in. I used it on a custom motorcycle I built, it's BRIGHT white when the lights hit it.
I could check to see if he has some.

Derek,
You should check out the gold reflective tape that they use on the OPP ghost cars. It is super cool and you can only see it when you are within 20 feet or so.

oh when you are going 150 km/h, then you can see it up close, very close!!
