I just bought a new bike rack hitch for my H2 and the hitch pin has a lock. The previous owner did not give me this key.

Am I stuck calling out a locksmith?

I doubt that the locksmith get somewhere, its a circular key, that look full of rust, dirt, and jammed in place. Best bet, metal saw and cut the pin and buy a new one.

another suggestion if you have a body puller with a 5 lbs weight on it,, hook it up and in a few shot the lock should be out of there, its only a small C clip that holds it there.

but through the chain hole, a blade should fit to cut the pin

you can also drill out the lock cylinder may be easier as pin maybe hardened.

I had rented a Dutchmen 27B RV. 2010 model. Hauled it to the camp site without issue.

Worked out pretty good actually. The campground we stayed at was actually in partnership with the RV guys and offered a service fee to collect and return the RV themselves at the end.

In case anyone's out there next, here's their website:
