Few Rust Spots on Tire Carrier

Hi

Found a few rust spots on the black tire carrier that have bubbled a little. What is good to fix this. I was thinking some flat black rustoleum paint. Any suggestions?

Tremclad with good prep works great. I think Rustoleum and Tremclad are the same product. What i did for underbody rust is strip the factory crap off with a variety of chemical strippers, scrappers and sanding. First coat is thinned quite a bit to soak down into the metal and then 3 or 4 coats not thinned to cover. To top coat i used clear satin Tremclad. After paint has cured ( about 1 year) clean and freshen up with Dexron 3 transmission fluid applied with a brush and excess wiped off with a rag. A permanent rust solution IMO.
