H1 cold start shut off

My H1, with a 6.5L N/A motor, starts fine and then immediately shuts off on cold starts. Feels like it's flooding itself. But if I hold the gas down, it'll stay in and a lot of exhaust fumes come out the back-end but then starts running.
At the Christmas dinner, Monk talked to me about changing the fuel filter or Roy mentioned removing the filter altogether to test it. I haven't had a chance to try this yet.
Roy, there were 2 or 3 other things you mentioned it could be, what were they? Thanks.
I'm hoping to get up north soon to work on my truck once the deep freeze we're having passes.

Temp sensor, add diesel conditioner, glow plugs --test each one for resistance-zero resistance means replace, adjust idle up a bit or check for a stepper motor malfunction

Also with these temps, conditioner (as Roy mentioned) is a big plus, gel fuel could be an issue

Thanks! I do have the diesel conditioner in the tank but will look into all of these other options. The problem happened in the summer too.

I hope it's a simple as a semi plugged filter,, I swear I hate issues where it take time to find the problem,

I always seem to question fuel pressure when i hear this, perhaps because it has been an issue for me in the past prior to upgrading the fuel system a bit. I like to see 12psi for cold starts in the winter but i adjust for 9psi most of the time and 4ish for above 70mph. I believe on an NA it should be around 3- 5 psi. I cant see diesel moving well at 3 psi in the dead of winter. Winter brings brittle hoses to leak as well so air in the fuel is something i look at.
