Yearly safety inspections for Manitoban H1's

Hey guys, up until yesterday, I was under the impression that H1's in Manitoba fell under an exception to the requirement for Yearly Safety Inspections for vehicles over 4500KG GVWR. As it turns out, I spoke with the Winnipeg Police Service VIU who work in conjunction with Manitoba Public Insurance, who were unaware up to now that our trucks GVWR requires a 4500kg+ inspection. These inspections range from $100-$250, and require you to place a green sticker on your windshield, and a different set of rules (IE: Zero permissible % of tint on the front two windows). Ive yet to find out if it then requires you to register/insure the vehicle at a different rate, or under the classification of a truck (T-Plate) as opposed to a passenger vehicle. Be aware that Ive been given loads of bad information all around, and even MPI (our local/only insurance company) didnt even require a 1 Tonne safety certificate when I registered the vehicle, and the company that imported the vehicle for me even told me that one was not necessary for the truck



What is equally as frustrating is I was already pulled over once for a forced VIU inspection (pulled over by police) who went over my truck with a fine toothed comb, and they missed this fact. Meaning, that if I had been pulled over by a zealous LEO, I ran the risk of being issued a $300+ ticket, amongst other consequences, and the only person that would be left accountable for this oversight would be the owner. There is *NO* exception to this rule (doesnt matter whether your truck is for personal or commercial, etc).



I know most of the local H1 owners around my parts, but Im hoping this gets to some of the others around here, and save them a potential citation or other frustrating situation.

Out here in Quebec if your truck is for personal..... no inspection

I believe we are in the same boat here is Ontario, if this is a personal truck, not commercial truck, nothing new needed

Confirmed with our MPI's Vehicle Standards Dept. that we do infact require a PMVI (Periodic Mandatory Vehicle Inspection). Crap.

Being that I own a wagon, Im not classified as a truck, but rather a passenger vehicle/car.



However, and Im only speculating and did not research this yet, but 4dr Hard or Open tops, and 2dr's will likely not see the same exception, as their box would likely place them under the classification of truck, but dont quote me on that.


Under definitions:



"truck" means a motor vehicle or semi-trailer truck, that is not a delivery car and that is constructed or adapted to carry goods, wares, and merchandise, freight or commodities, but not passengers or luggage; (« camion »)



"passenger vehicle" means a motor vehicle classified by a manufacturer as a passenger car or which is designed, constructed or adapted for the principal purpose of transporting passengers and includes a delivery car but does not include a motor cycle, moped or motor vehicle which is designed, constructed or adapted for the purpose of carrying goods or commodities;



Inspection at regular intervals



327 The minister may require vehicles of a prescribed class or type to be inspected at regular intervals as provided in the regulations. This section does not apply to a truck or trailer that has a registered gross vehicle weight of 4,500 kg or less or to a passenger car.

Once I speak with Constable Elmer Hanson, head of the WPS VIU to confirm this, I will be able to close the book on this, but so far MPI Vehicle Registration, and another member of the WPS VIU team have already confirmed thus far.
