For the best results for an H3, Get the ARB Snorkel...it will mount your intake high and dry and give you a true cold air and ram air intake. Use this with the factory housing and a highflow filter and replace the restrictive pipe from the filter to the throttle body and Voila you have the best intake system possible!!

It is too bad they don't have something a bit less restrictive on the market as far as snorkles go, looking at pictures of the Safari snorkle up close it looks like it would not be able to perform as well as the OEM box.
Ideally you would want a smooth one-peice pipe with maybe a minimum of 3D (3 diameter radius) bends in it to give the best results.
That or just stick a pipe up through the hood with a filter element on it like a lot of heavy equipment has. <img src='
